That is Grandmaster Edward B. Sell, he is the highest non oriental recognized by the Kukkiwon, the only person who is not Korean that has been awarded 9th dan by the Kukkiwon. In this picture he is awarding Master Instructor rank to me. One of the highlights of my Martial arts career. I honored to call him my instructor.
