how long did it take to get your WTF certification paper and card??? ahhh its been like 2 years and i still dident get mine no joke!

It is obvious that it was never sent to Korea. The money stayed in the pocket of the one who took it. That is all too common, unfortunately.

I am sure if this is not the case, the examiner would have done the approriate follow up & informed you of the status. If that has not happened, assume what I posted above & bring it to the attnetion of the instructor or examiner, asking for an explanation.

kukkiwon certificate or wtf certificate? 

if it's the case of kukkiwon certificate, tk-d pretty much explained what probably had happened.

This happened to a blackbelt student who transferred in from another school; he had his blackbelt but never got a cert.  Master Kim dug into it and after working with the student to make sure that he was up to par on his technique and poomsae (the student was quite good), running him through our school's first dan test, he got the student certified at his own expense.  The student was not wealthy and was very appreciative, got his certification and card. 

This was one of the things that factored into my signing on for five more years after my two year contract was up.

Go to your Sabunim and ask how much longer do you have to wait.  You may want to consult a lawyer.  If you decide to go the legal route, get compensation for all of your training since the BB and cert were your goal you are entitled for a full refund of all of the money you have spent and if you want to push it , the time that you spent training.  Whether or not you also lump in stress and disapoointment, delay in you moving on to your next BB, etc, etc, is up to you.
